Position Purpose/Objective: To ensure the timely and accurate delivery of our products through the coordination of the work of Independent Contractors and Circulation Helpers. To assist the RHDMs in the oversight of the operations of Regional Circulation Depots (RCDs) in given geographical areas. Efforts result in excellent customer service and maximized net paid circulation.
All core duties are listed before supporting duties. The relative importance of duties relates to the anticipated impact of that duty to the business, department, customer, and/or product.
Position Duties:
Meets Expectations When:
Maintains delivery standard. Core
• Communicates with customers in a timely and professional manner. Resolution of issues meets or exceeds customers’ service expectations.
• Communicates with Independent Contractors and Circulation Helpers daily to maintain delivery standards and resolve service issues.
• Achieves CPT and other service-related goals.
• Delivery deadlines are met.
• Service action plans and results are submitted on time.
• Works with teammates to implement action plans and achieve goals.
• Service copy distribution and levels are monitored according to established guidelines.
Manages contracts. Core
• Contracts are negotiated with established parameters and prior to expiration or before any contract work is performed.
• Contracts are accurate, current and within set parameters.
• Enforces the conditions of the contract.
• Processes related paperwork accurately and on time.
• Established carrier aged receivables goals are met.
Maintains Independent Contractor level to support business. Core
• DM is proactive in maintaining a list of prospective ICs to avoid service gaps.
• Recruitment and selection processes are effective and result in the contracting of the most qualified candidates.
• Orientations are effective and result in timely and accurate deliveries.
• Carrier retention action plans and goals are established and met.
Coordinates activities of Circulation Helpers. Core
• Leadership and coordination efforts result in achievement of goals.
• Supervisor is kept informed of issues regarding performance of Circulation Helpers in a timely manner.
Maintains optimal route boundaries and packages. Core
• Routes are of appropriate size to provide adequate profit margins, meet established service standards and to allow for circulation growth and the addition of alternate products.
• Routes are geographically appropriate and contiguous.
• Routes are zip code pure.
• A comprehensive route maintenance program is updated at least quarterly including, when necessary, map, route list and route information sheet for each route.
Maintains circulation levels for their area. Core • Assists in achieving net paid goals through optimized service to subscribers.
• Assistance given to marketing with implementation of sales and retention programs is effective.
• Is proactive in identifying potential growth opportunities in their area of responsibility.
Manages RCD facility. Supportive
• Assists RHDM in keeping RCD operating expenses within budget.
• Ensures that RCD is clean and meets established safety codes and standards.
• Adequate supplies are kept on hand, office equipment is clean and in good working condition.
Assists Single Copy Operation with distribution and sales, as necessary. Supporting
• Single Copy deliveries are made within established standards.
• Returns management systems are accurate and processed within established guidelines.
• Promotional materials are distributed and displayed within established standards.
• Sales opportunities are identified and communicated to appropriate Single Copy personnel.
Other related duties as assigned. Supporting
Additional duties are performed in a timely manner and accurate manner.
Required Education and/or Experience/Knowledge: • Two-year associates or four-year degree in business or other related field preferred. • 2+ years of circulation experience preferred or related management experience. • Knowledge of/experience with contract management. • Must have a valid Maine driver’s license, automobile with proof of automobile insurance and an excellent driving record.
